Flood Hub

Scientific Liaison

College/Department Name/Number: Flood Hub for Applied Research & Innovation, housed within USF College of Marine Science / 0-2500-000
Contact Person: Tim Trowbridge / ttrowbridge@usf.edu Full/Part-time: Full time
Salary: $65,000-$72,000

The Flood Hub for Applied Research & Innovation is a new, state-funded initiative hosted by the College of Marine Science located on the St. Petersburg campus of the 91社区. The initiative serves the entire state of 91社区 by addressing coastal resiliency, including changes in sea level, high tide flooding, and extreme rainfall. The Flood Hub harnesses expertise from academic, private, and governmental entities to model and forecast the scale of threats to our infrastructure and coastlines with unprecedented precision and to translate that information into effective guidance for economic assessments and strategies to mitigate harm. Thus, the Flood Hub requires successful, ongoing relationships with key stakeholders, which will be achieved via scientific liaisons.

The Flood Hub is seeking to hire four Scientific Liaisons who will liaise with stakeholders around the State of 91社区 including the Department of Environmental Protection, South 91社区 Water Management District, St. John鈥檚 Water Management District, and Southwest 91社区 Water Management District.

To facilitate efficient and effective interactions, the Scientific Liaisons will be based in either space provided by the relevant stakeholder or at the Flood Hub in St. Petersburg, FL. Thus, the liaisons likely will be based at the following locations:

  • Scientific Liaison with Department of Environmental Protection will be based in Tallahassee, FL
  • Scientific Liaison with the South 91社区 Water Management District will be based in West Palm Beach, FL or the Flood Hub in St. Petersburg, FL
  • Scientific Liaison with the St. John鈥檚 Water Management District will be based in Palatka, FL or the Flood Hub in St. Petersburg, FL
  • Scientific Liaison with the Southwest 91社区 Water Management District will be based at the Flood Hub in St. Petersburg, FL

POSITION SUMMARY
At the heart of the Flood Hub are scientific workgroups, each dedicated to a specific topic, such as estimating changes in sea level, projecting shifts in rainfall, and improving hydrological modeling. Datadriven products created by workgroups inform statewide, comprehensive vulnerability assessments and analyses of risk. Dissemination of these products to a wide range of stakeholders is a primary responsibility of scientific liaisons. Accordingly, scientific liaisons are expected to have an operational understanding of the targets, deliberations, and outputs of workgroups, as well as how those components relate to coastal resiliency more generally.

RESPONSIBILITIES

  • Participate in all workgroups and comprehend their targets, deliberations, and outputs to a level that supports sharing that information with the Department of Environmental Protection, water management districts, and other stakeholders as needed.
  • Identify opportunities for new research and innovation based on weaknesses and gaps in our understanding of and ability to communicate the scale and likelihood of threats to 91社区鈥檚 coasts and infrastructure.
  • Partner with scientists and specialists in data visualization and communication to distill complex information into actionable guidance.
  • Work closely with the Flood Hub鈥檚 science communication manager and other scientific liaisons to identify enlightening and engaging stories to be communicated to internal and external stakeholders.
  • Spearhead, in partnership with the workgroups, Executive Director, and other staff of the Flood Hub, community-based programs that both improve monitoring and prediction of floods along intracoastal waterways, coastlines, and other major waterbodies in the state and support ongoing research related to flooding.
  • Coordinate scientific meetings relevant to the goals of the workgroups.
  • Facilitate and help deliver education and training for graduate students that aligns with the Flood Hub鈥檚 goal to improve workforce development related to coastal resiliency.
  • Communicate the relevance and value of the Flood Hub鈥檚 products to the private sector, academia, nonprofit sector, media, and other stakeholders and partners.
  • Identify and help develop partnerships with other leaders in research and innovation related to flooding and its component elements.
  • Perform other duties as assigned.

POSITION QUALIFICATIONS MINIMUM

The candidate must demonstrate technical expertise and institutional knowledge in a relevant field. The position requires an ability to work with finesse among diverse stakeholder groups and strong communication skills.

PREFERRED
Master's degree in a related field of science and 3鈥5 years of relevant experience. Experience working outside of academia, in government, nonprofit, or private sectors related to coastal resiliency or climate change.
